Tebboune's "Billion" for African Development: A Naive Algerian Propaganda Lie!

What a trivial fuss the Algerian regime is making these days about a new "achievement" to add to its list of imaginary "achievements"! There's endless talk about President Abdelmadjid Tebboune's specialization. $1 billion to support development in AfricaAt first glance, this may seem like a generous initiative from the “new Algeria,” and even a broadcaster like the BBC has fallen for the misleading propaganda. But the truth, for those who know the nature of the Algerian regime, is that this is merely "false propaganda" New, not different from its predecessor announced in February 2023.
The Billion Lie: Old and Renewed or New with Another “Billion”?
When Prime Minister Noureddine Bedoui read Tebboune's letter about the allocation of one billion, some thought it was a new "billion" in addition to the first billion. But in reality, it is. media hoax Baraa. The Algerian media, which loves hype, even if it involves scandal, exploited this ambiguity to promote the "white hands" of the striking force in Africa, represented by the Algerian Agency for International Cooperation.
But this false propaganda quickly became a hotbed of fodder for the regime's opponents on social media. Although these opponents didn't bother to verify whether Tebboune's current "billion" was the same one announced more than two years ago, they exploited the widespread public anger. The Algerian people, suffering under the burden of their country's underdevelopment, rose up in protest, asking: “We are more deserving of Tebboune’s billion than the rest of the African peoples!”
Where did Tebboune's first billion go?
Away from this pointless "virtual rant," let us address the task that the Algerian media avoids and that many foreign observers of Algerian affairs are indifferent to. The question is: What is the fate of the "billion" Tebboune announced he would allocate to the Algerian Agency for International Cooperation in early 2023? Has it been fully spent, so we should consider allocating a second billion? And who has benefited from his alleged "development efforts"?
The answer is shocking and simple, based on what the Algerian Agency for International Cooperation promotes on its official website, the only available reference: Over the past two and a half years (since the announcement of Tebboune's first billion), spending has been spent on extremely meager and limited projects. These projects include the following:
- Completion of 3 technical studies.
- Spending on building 6 different facilities (School, well, mosque, dialysis center, etc.)
- Send 3 donations (Vaccines, fertilizers, water tank).
- Implement one medical mission.
- 7 training courses held!
In total: 10 support projects, 10 technical studies and training courses! How much of the billion dollars do you expect these projects to consume? And what "strong development support" could justify all this fuss the Algerian regime is making about the issue? The answer is clear: almost nothing!
Tindouf Scandal: Has it Become an Independent African Republic?
The biggest scandal comes to light when we discover that the Algerian regime included a construction project within the agency’s programs, which are supposed to be dedicated to development in Africa. Tindouf-Zouérat road (more than 800 km)and building Free trade zone in Tindouf! Here we ask sarcastically: Has Tindouf officially become an independent African republic, deserving of development support from Tebboune's "billion" allocated to Africa?
Whatever the answer, it's a scandal in itself:
- If we consider that Tebboune's billion in spending on the development of "sister" African countries applies to the Tindouf projects, then it is a political scandal. Major, because it means that Algeria itself implicitly recognizes Tindouf's exit from its geography as an independent Algerian region.
- If the answer is no, and Tindouf is a purely Algerian region, then it is a financial and administrative scandal. Don't say anything bad. How can the African International Development Cooperation Agency spend Tebboune's billion on Algerian projects, implemented through Algerian companies, with the benefits going into Algerian pockets? This is not called development support for Africa, but "legalized corruption" And seizing the money of the Algerian people.
The initial estimated cost of the Tindouf projects exceeds Tebboune's alleged "billion" for African development. The stark reality is that the total value of the "meager" projects allocated to Africa does not exceed this amount in any case. Two million dollars! Can this amount of money, the so-called “third largest African economy,” support development efforts on the continent?
And lest anyone think that the Tindouf projects are the only ones involved in this scandal, we inform them that there are at least two other projects dedicated to the benefit of the Algerian population and have nothing to do with African aid. While Mauritania receives a similar share (around five projects), the remaining projects go to Mali and Niger (before the tension between them and the Algerian regime), with one single project for Kenya (coincidentally, this was before it recognized Moroccan Sahara!).
"Tebboune's Billion": A blatant hoax and plunder of funds
The above illustrates the extent of the false propaganda surrounding Tebboune's "billion" since its announcement. What is actually allocated for Africa's development does not exceed less than half a percent Of this amount, while you go 99.5% from it to Algerian projects! Because of this meagerness, these projects, which are far from meeting real development needs (building a mosque, a school, digging a well, and purchasing a water tanker—is this development?!), cannot achieve their intended purpose. Neither the declared objective (supporting development) nor the implicit objective, which is widely known (bribes to change these countries' positions on the Sahara issue). This eliminates the chance that Tebboune will consider launching the lie of a "second billion" for Africa, thus nipping this entire debate in the bud.
Bottom line: "One billion Tebboune" is just false propaganda Launched by the military regime in Algeria and echoed by its media outlets, there is not even a billion or a million dollars actually allocated for African development. Indeed, the Algerian Agency for International Cooperation itself, an institution attached to the presidency, is nothing more than a Another tool for looting and theft For billions of Algerians. Most of its money goes into the pockets of Algerian officials, either directly (through brokerage) or indirectly (owning the capital of companies implementing projects). This money will bring no significant benefit to Africa, nor even to Algeria. Everything other than these facts is hypothetical sophistry that fails to understand the nature of the military regime in Algeria and its mechanisms of operation. It reaffirms once again that any effort to reform this regime—rather than overthrow it—is a futile effort that will lead to no significant results!
